BOP Release Status Boundaries
The BOP locator may display “Released” or “Not in BOP Custody” with a release date. That result establishes that the person crossed the BOP custody boundary. It does not prove a return to Bell County, the end of a federal sentence, or the absence of state or ICE custody. Federal supervised release, which is court-ordered community supervision, is tracked through the federal judgment and probation office rather than the locator.
Bell County is in the Waco Division of the Western District of Texas. The official BOP directory did not identify a federal prison in Bell County, so no local facility address should be invented.
Confirm a Federal BOP Release
Use the BOP Inmate Locator for federal records from 1982 forward. Search by register, DCDC, FBI, or INS number when known, or use the name and demographic fields. Compare the name and register number before relying on the result.

- Read the location or status and the release date exactly as displayed.
- Use PACER to locate the judgment and later orders in the federal case.
- Check Waco U.S. Probation when a supervised-release term is part of the judgment.
- Use BOP FOIA for records the public locator does not provide.
BOP Locator Result Fields
The federal result includes a compact set of identifiers and custody information. A matching name alone can be weak evidence, so the register number and case should be compared.

BOP explains that release dates can reflect sentence computation rules. The docket remains the source for the sentence imposed by the court.
Federal Records and Supervision
Use BOP FOIA when the locator does not answer the historical record question. Identify the person by full name and register number and describe the custody or release record sought. Do not address a request to a guessed Bell County institution because no BOP facility was identified there.

The probation office is relevant to post-release supervision. It is not the source for a Bell County jail booking or an ICE custody event.
Request BOP Custody Release Records
When the web episode lacks a destination or has disappeared, request a specifically named record rather than “all records.” Texas Local Schedule PS item PS4200-06 defines the county jail register as a permanent record. It includes the person's identifying and intake information, reason for commitment, and release or transfer date. That makes the register a strong fallback for an old BOP Custody booking.
A focused Texas Public Information Act request should identify the person, booking number, and dates, then ask for the jail-register entry and booking/release sheet. Request the actual release date and time, release type, and destination or transfer agency. A booking photograph is a separate item. Ask for electronic copies and a cost estimate before any work that may carry a charge. Bell County's Sheriff public-records instructions and NextRequest portal provide the official route.
Do not ask for unrelated protected identifiers. A permanent register does not mean every supporting jail document is permanent, and an expunction order may change ordinary access rules.
BOP Custody Transfer Checks
A completed BOP Custody episode may be only the first half of the search. Check the Loop Jail record in the same county booking environment if the location changed. If the destination is TDCJ, use the current TDCJ search to locate an incarcerated person, then request historical release or discharge information from TDCJ after the person leaves that current-only database. A state projected release date is not a county actual release date.

For federal custody, the BOP locator and the Western District of Texas docket answer different questions. No single portal follows a person across all of these systems.
ICE After BOP Custody Release
An immigration detainer can create two distinct custody events. Bell County may record the end of its booking while ICE custody begins. ICE describes a detainer as a request for notice and for detention for up to 48 hours beyond the otherwise authorized release time. It is not proof that ICE took custody, so the BOP Custody record and the federal immigration record must both be checked.
Use the ICE Online Detainee Locator System with either an A-number and country of birth, or an exact first and last name with country of birth. ODLS covers current detainees and people released from ICE custody during the prior 60 days. A county release date can therefore precede an ICE release date. If ODLS is blank, the short window, spelling, data timing, or a different destination may explain the result.
Note: An ICE detainer signals a possible handoff, but only the receiving system can confirm that ICE custody actually began.
Bell Jail and BOP Boundaries
Bell County’s 2025 recovery plan report said the county jail expansion was nearing fall-2025 completion and included a 54-bed mental-health ward. That local project is not a BOP institution and cannot establish federal custody or release.
A federal defendant may pass through local custody before USMS transport or BOP designation. The Bell County booking record, federal docket, USMS record, and BOP locator each mark a different boundary. The county expansion report provides facility context only. No BOP institution in Bell County was identified.
BOP’s public release statistics use agency definitions and reporting methods. They do not prove an individual result. For a named person, compare the locator’s register number and release date with the court case. Then read the judgment for any supervised-release term. If another warrant or immigration hold appears, check that custodian independently. “Not in BOP Custody” never means “not in any custody.”
Bell County Federal Release Timeline
Federal records should be read as a sequence. Bell County lies in the Waco Division of the Western District of Texas, so the federal docket is the local legal starting point. It can show the detention order, judgment, sentence, commitment, later modification, and supervised-release terms. Those entries establish what the court ordered. They do not replace the BOP record of when federal prison custody ended.

Results can include name, register number, age, race, sex, release date, and location or status. “Released” and “Not in BOP Custody” mark exit from BOP. It has no comparable public historical released-prisoner locator. The docket and USMS records remain important before BOP designation. After designation, compare the register number and dates with the case record.
For details outside public fields, use BOP FOIA and identify the record narrowly. When the judgment includes supervised release, Waco U.S. Probation is the local supervision office. Supervised release is a court-ordered phase after confinement, not continued BOP incarceration. State each boundary separately: county custody, USMS responsibility, BOP confinement, BOP release, and federal supervision. Record the federal case number and BOP register number beside each dated result to prevent a same-name mismatch.
